How BDD Will Work
Progress
The BDD has been in the planning stages since 2000. In 2002, a National
Environmental Policy Act MOU (Memorandum of Understanding) was signed between
the U.S. Forest Service and U.S. Bureau of Land Management as lead agencies;
the Bureau of Reclamation as cooperating agency; the City of Santa Fe, and
Santa Fe County as cooperating agencies and applicants, and Las Campanas
as applicant.
The three partners – the City of Santa Fe, Santa Fe County, and
Las Campanas were joined together by the NEPA MOU, which mandated that only
one diversion point be established on the Rio Grande north of Santa Fe.
In 2005, the project was formalized when the Buckman
Direct Diversion Board was established and Camp, Dresser & McKee,
Inc. (CDM) was hired as Owner’s Consultant. In 2007, the BDD issued
an RFP (Request for Proposals) for a Design Build contractor and selected
a Design Build a Design Build team with which to
begin contract negotiations. The Final
Environmental Impact Statement (FEIS) was issued in May 2007. A Notice
of Availability (NOI) Record
of Decision (ROD) was published in the Federal Register in January
2008 and expected to be finalized in early 2008. The project’s momentum
is expected to increase in 2008, when negotiations with the Design Build
contractor are finalized and construction begins on the project.
